The Sustainable Communities Corporation (SCC) is an Ohio USA based non-profit, economic development corporation.  SCC is an offshoot from a previous non-profit, economic development think tank called National Commonwealth Group, Inc. (NCG).

NCG was the primary developer of the Sustainable Communities Framework (SCF) concept. The SCF is premised upon the idea that non-government entities can issue their own vouchers and use them to advance their economic development objectives. Once the concept was developed, it was taken over by SCC for deploying the SCF concept on a worldwide basis. 

As part of its effort to implement the SCF, SCC  formed a wholly owned subsidiary called Universal Exchange Inc. (UNIEX) to serve as its voucher bank. UNIEX was then registered as a Money Services Business (MSB) with the Financial Crimes Enforcement Network (FinCEN), a bureau of the United States Department of the Treasury 

Any entity in the U.S. that issues and manages a voucher, must register that entity with FinCEN as an MSB. Once registered, it may issue and manage as many different vouchers and to serve as many different locations, as it wishes to. Once SCC incorporated UNIEX and registered it as an MSB, it then built the UNIEX voucher banking platform and its companion online marketplace, which it is now deploying in Nigeria.
